2. Purpose of consultancy

The mission of the WHO Health Emergencies Program is to strengthen the capacity of Member States to manage health emergency risks and, when national capacities are exceeded, to lead and coordinate the health response international effort to contain epidemics and provide relief and effective recovery to affected populations.

3. Background

In the context of the WHO Health Emergency Preparedness and Response Program, at country level, the incumbent will act as WHO’s One Health Advisor and ensure that the One Health approach and principles health are well integrated and implemented in emergency preparedness and response. The post holder will also support coordination and collaboration with tripartite agencies (WHO, WHOA and FAO) in advocating and promoting One Health and supporting countries to adopt a One Health approach. » regarding emergency preparedness and response.

4.Deliverables

To support the implementation of emergency preparedness and response strategies and tools for the prevention, control and surveillance of diseases/infections using the One Health principles, the Technical Lead will assume the tasks following:
1. Advocate and promote the integration of the “One Health” approach in emergency preparedness and response by all stakeholders at the national, provincial and health zone levels.
2. Strengthen the country’s capacity for preparedness, management and control of infectious risks, including VHF, by providing strategic guidance on the use of the One Health approach and principles. Information.
3. Help the country establish and/or strengthen coordinated and interconnected surveillance and information sharing systems by promoting the One Health approach and its use in early warning systems.
4. Develop/update zoonotic disease risk assessment and strategic prevention and control tools and support risk assessment in the country using standardized tools.
5. Support the country in developing and/or revising preparedness and response action plans for highly pathogenic zoonotic diseases, in line with the One Health approach, program and policies.
6. Monitor and evaluate the implementation of the action plan(s) and provide appropriate recommendations and technical advice accordingly.
7. Support the preparation of regular information products, including progress reports on the integration and application of the One Health approach and daily situation reports on the evolution of zoonotic disease outbreaks, activities ongoing and planned.
8. Coordinate and establish an effective collaboration and communication mechanism with relevant partners, e.g. (WHOA, FAO, UNEP, etc.), to implement the One Health program, in preparing for and responding to outbreaks of zoonotic diseases.
9. Contribute to field and laboratory investigations of zoonotic diseases and promote prevention and control strategies in animals, to prevent animal-to-human transmission.
10. Perform any other task delegated by the supervisor.

5. Qualifications, experience, skills and languages

Educational Qualifications :

Essential : Advanced university degree in veterinary or human medicine, accompanied by a master’s degree in public health or epidemiology.

Desirable : Advanced training in One Health, emergency preparedness and response, experience in zoonotic disease epidemiology or public health emergency management.

Experience :

Essential : Minimum 2 years of experience in epidemiology and/or public health, infectious disease surveillance, outbreak investigation and emergency response.

Desirable : Experience in implementing public health surveillance, as well as investigating and responding to outbreaks, with particular emphasis on zoonotic diseases and applying the One Health principle, would be a added advantage. Experience working in an international organization and/or in developing countries. Experience in public health event evaluation and simulation exercises.

Skills/Knowledge :
Essential :
– Good proficiency and knowledge in operational planning, coordination, advocacy and broad technical knowledge in epidemiology and/or public health in the context of improving population health and/or health security.
– Experience and ability to design, evaluate and monitor multi-partner work plans.
– Good writing skills and ability to write, evaluate and edit technical reports and publications.
– Excellent interpersonal, negotiation and consultation skills.

Desirable :
– Excellent knowledge of Microsoft Office applications, virtual meeting software
– Demonstrated IT skills, with emphasis on data management
