Job Description
In response to needs and within the framework of its technical expertise, HI has been working in the DRC since 1995 in numerous sectors and is a recognized player in humanitarian assistance and logistics.
– In Kinshasa, multi-year development projects are being implemented focusing on Physical and Functional Rehabilitation, Maternal and Child Health, Inclusive Education, and Inclusive Governance.
– In Kasai and Kasai Central, initially involved in development activities, HI has intervened since the 2016 crisis on Food Security projects (first through cash assistance, then support for agricultural production) and is currently working on two projects for economic inclusion and inclusive education.
– In North Kivu, the Goma base is currently implementing six projects:
• A mobile mental health clinic project (ECHO) in the lower North Kivu region (Goma) and South Kivu (Minova)
• An emergency response project (CDCS) for primary healthcare, where HI intervenes through a mental health component integrated with stimulation therapy for children with severe acute malnutrition (SAM) and their families in the lower North Kivu region
• An integrated rehabilitation project with stimulation therapy and mental health (RIMSCASSA-GFFO) in North Kivu (Mweso, Kitchanga, and Goma)
• A project for the prevention of multiple risks and violations faced by vulnerable populations and a multisectoral response to protection and assistance needs in the face of shocks, with a mental health component linked to gender-based violence (PREVENIR-DGD-H)
A 2026-2028 strategy has just been approved. This reflects a desire to diversify activities in eastern DRC and to achieve growth in terms of volume.
The year 2026 will therefore be dedicated to developing the new 2026-2028 strategic cycle, validating sectoral action plans, and focusing on operational emergency response capacities, protection, economic recovery, and improving access to healthcare and rehabilitation services in the DRC, including the issue of strategic partnerships.
YOUR MISSION:
Reporting to the Technical Head of Program (THOP), as MEAL Manager, you will be responsible for the MEAL and Information Management (IM) teams within the program’s scope and will directly manage at least one Senior MEAL Officer, one Senior IM Officer, and all MEAL and IM teams across the country. You will be responsible for adapting the MEAL and IM standards for the program and ensuring their implementation. The overall coherence of projects and quality control are jointly ensured by the MEAL department and the Head of the Technical Unit.
For the 2026/2027 fiscal year, the priorities are / you will be responsible for:
1. Supporting the nationalization process of the MEAL Manager position
Harmonizing tools: Ensuring consistency of MEAL tools across the different bases by identifying best practices and implementing common standards adapted to the context.
Standardizing processes: Developing and disseminating standardized data collection, monitoring, and evaluation tools to guarantee uniform data management across all projects.
Capacity building: Training and supporting MEAL teams at the bases to ensure the adoption of harmonized tools and compliance with quality standards.
Monitoring and quality control: Oversee project implementation, ensuring that collected data is reliable, accountability mechanisms are applied, and results meet donor and beneficiary expectations.
Analysis and continuous improvement: Leverage consolidated data to produce cross-cutting analyses to guide projects, identify gaps, and propose areas for improvement.
Inter-base coordination: Strengthen collaboration between bases for effective information sharing and synchronized efforts related to MEAL (Monitoring, Evaluation, Accountability, and Learning).
This would ensure a harmonized, operational MEAL system aligned with the mission’s strategic needs.
In this role, your main responsibilities will be:
Responsibility 1: Management
Directly manage the MEAL and IM teams for your program.
Responsibility 2: Strategy and Steering
Define the MEAL component of the operational strategy, manage the associated action plan, and oversee the strategy monitoring tool.
Responsibility 3: Standards and Expertise
Design the program’s MEAL and IM systems and monitor their implementation and quality.
Responsibility 4: Operational Implementation
– Contribute to improving HI’s response within your geographic area.
– Contribute to defining and improving project quality in line with HI’s global frameworks and technical standards.
– Contribute to improving the quality of management processes.
