The Meeting Targets and Maintaining Epidemic Control (EpiC) DRC project, implemented by FHI 360 and its partners, is funded by the U.S. Department of State (DoS) through the Office of Global Health Security and Diplomacy (GHSD). The project aims to accelerate the reduction of preventable maternal, neonatal, and infant mortality by providing a package of integrated life-saving interventions covering Maternal and Child Health (MCH), Nutrition, and Malaria in nine provinces of the Democratic Republic of Congo (DRC).

The program adopts a phased geographical approach, with four provinces designated as “Full Presence” (Haut Katanga, Lualaba, Kasai Oriental, and Lomami) for full and immediate support, and five provinces as “Minimal Presence” for targeted malaria support.

An Ebola Bundibugyo virus outbreak was declared in the DRC on May 15, 2026. In response, FHI 360 is implementing integrated emergency activities. Robust administrative, logistical, and financial support is essential to ensure the operational efficiency, compliance, and smooth functioning of all activities.

JOB PROFILE SUMMARY

Reporting directly to the Director of Operations and Finance, the Operations and Finance Manager will manage, prepare, administer, and lead the budget control process. They will supervise the activities of the financial analysis staff. They will review and implement recommendations related to financial planning and control, providing relevant fiscal information to the management team or senior management. They will participate in the development and management of internal financial audits.

They may develop a formal reporting system to communicate audit findings to management and regulatory compliance bodies. They will provide leadership and technical guidance to ensure compliance with Generally Accepted Accounting Principles (GAAP). Knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Rules (FAR) may also be required. Experience managing comprehensive business support and compliance functions in organizations funded by government contracts and grants, foundations, and commercial sources is essential. The manager will select, develop, and evaluate staff to ensure the effective operation of the function.

This position requires strong leadership and organizational skills, as well as the ability to work effectively with diverse stakeholders in a dynamic environment.

RESPONSIBILITIES:

Review and analyze monthly financial reports regarding budgets, actual data, and forecasts.
Provide recommendations and consult with management on financial projects and compliance issues.
Participate in and provide financial reports for annual budget planning, audit reviews, and evaluations.
Participate in the most critical and confidential aspects of financial analysis.
Perform tasks requiring broad conceptual judgment, initiative, and the ability to address a wide range of financial issues.

Working with confidential data whose disclosure could have significant internal and/or external effects.

EXPERIENCE AND SKILLS:

In-depth knowledge of concepts, practices and procedures in accounting, financial controls and financial information systems.
Excellent oral and written communication skills.
Excellent organizational and presentation skills demonstrated.

Ability to influence, motivate, negotiate and work with others.
Has a good understanding of national and federal laws and regulations that affect financial analysis and management controls.

Knowledge of the Sarbanes-Oxley Act (SOX) and experience with automated financial reporting, government accounting practices, cost accounting standards (CAS) and federal procurement regulatory systems (FAR).
Good knowledge and experience of generally accepted accounting principles (GAAP) and reporting guidelines.
The candidate must possess excellent organizational, supervisory, leadership, and management skills.
Ability to provide strategic leadership and guidance to the team, to exchange information and to collaborate with colleagues and peers inside and outside the organization.
A thorough understanding of the organization’s structure, policies and practices, as well as their impact on one’s own sector and on the organization as a whole.

He must possess excellent communication, diplomacy, and negotiation skills.
Ability to multitask and meet deadlines.
Keeping up to date with the latest trends in financial accounting and training staff.
Develop and train staff on financial policies and procedures, GAAP practices and client relations.
Perform other tasks assigned to him/her.

MINIMUM QUALIFICATIONS & REQUIREMENTS:

Training:

A Bachelor’s degree in economics or financial management is required; a Master’s degree or its international equivalent is preferred;
Experience :

At least 5 to 8 years of professional experience in the relevant field, including 3 years in management and 3 years at the company or organization level.
Experience in managing a financial analysis department is required.
Previous work in a non-governmental organization (NGO). Experience within an international organization.
Experience and a good working knowledge of the rules and regulations of the US Government (USG), CDC and other US government organizations are required.
Proven ability to create and maintain effective working relationships with partner NGOs, community organizations and international donor agencies.

Expertise in training and developing the capacity of teams, ensuring quality of work and compliance with established policies and procedures.
The candidate must be able to read, write and speak English fluently and, where applicable, the language of the host country.
Experience in an international non-governmental organization.

Ability to spend long hours looking at a computer screen and performing repetitive work on a keyboard.
Technology to use :
