Job Description

The scale, urgency, and operational complexity of the ongoing Ebola response in the Democratic Republic of the Congo (DRC) necessitate dedicated technical expertise to ensure the effective management of Supply & Logistics activities within UNICEF programs and those of its implementing partners.

The response requires the rapid acquisition, pre-positioning, transport, storage, and distribution of critical supplies, including infection prevention and control (IPC) materials, personal protective equipment (PPE), medical supplies, and emergency response kits, often in challenging environments marked by security constraints.

A dedicated capacity support team is therefore essential to provide timely technical guidance, strengthen coordination and engagement with partners, ensure end-to-end monitoring of the supply chain, build the capacity of staff and partners, and guarantee adherence to UNICEF policies, procedures, and accountability requirements throughout the response. This capability is essential to maintain the continued availability of vital supplies, mitigate operational risks and support an effective and rapid response to the epidemic.

Task Description

The Supply Monitoring Officer will support Ebola virus disease response operations in the DRC by monitoring end users and tracking last-mile supplies. Under the supervision of the Supply Chain Monitoring and Accountability Specialist, the incumbent will contribute to strengthening the visibility, traceability, accountability, and timely use of emergency supplies delivered to partners, health facilities, vaccination sites, treatment centers, and communities. Key responsibilities:
Support the P-3 Supply Chain Monitoring and Accountability Specialist in deploying tools, templates, checklists and data collection plans for tracking inputs intended for the Ebola response to end users.

Conduct field monitoring missions to verify the receipt, availability, storage conditions, distribution records, use and documentation of supplies at the end-user level.
Collect, review and validate data from health facilities, warehouses, implementing partners and community distribution points, ensuring consistency with UNICEF data relating to shipments, transfers and partner reports.

Identify and report stockouts, overstocks, expired items, damaged products, poor storage practices, discrepancies, losses, diversion risks, and urgent redistribution needs.
Enter, clean and update tracking data in agreed databases, tracking tools and dashboards, and prepare summary tables for analysis by the P-3 Supply Chain Monitoring and Accountability Specialist.

Ensure follow-up with field offices, partners and relevant government authorities regarding the implementation of corrective actions agreed upon following follow-up missions.
Support the preparation of weekly updates on monitoring, mission reports, recommendation tracking charts, supply availability statuses, and contributions to Ebola response coordination meetings.

Promote adherence to UNICEF Supply procedures, documentation requirements, ethical standards, safeguarding principles, and accountability mechanisms during field monitoring activities. Expected deliverables:
Field monitoring missions carried out in accordance with the approved monitoring schedule and applicable security guidelines.

End User Monitoring forms, checklists and supporting documents duly completed and submitted within the agreed deadlines.
Weekly updates of data transmitted to the P3 Supply Chain Monitoring and Accountability Specialist, including key findings, discrepancies, identified risks and recommended corrective actions.

Mission reports and action tracking charts prepared after each field visit, with evidence-based recommendations for Supply, Programme and partner teams.
Supply tracking database and data for dashboards maintained accurately, reliably and regularly updated.
