We are currently seeking qualified candidates for the position of Senior Technical Officer Global Health Security (GSH).
Job Responsibilities
– Contribute to the implementation of technical assistance, network strengthening and diagnostic facilities and quality improvement interventions in line with the joint external evaluation reports, the country’s national action plan, other evaluation reports and country work plan activities aligned with the improvement objectives of the joint external evaluation and local stakeholders.
– Contribute to the implementation of diagnostic network improvement activities in the country, which may include capacity building activities for core diagnostic elements such as sample referral mechanisms, management systems quality, supply chain, management information systems, standard operating procedures and diagnostic tools, skilled workforce, expansion of on-site diagnostic service points, as well as biosecurity and biological safety.
– Support national stakeholders in developing or updating strategic plans, standard operating procedures and national diagnostic network policies.
– Provide technical support based on expertise in diagnostic systems strengthening, methods and strategies, current best practices and established diagnostic and operational standards, while being locally relevant and sustainable.
– Strengthen diagnostic capacities of stakeholders and local officials to identify and monitor improvements to diagnostic network.
– Follow established processes to ensure the technical and programmatic quality of the GHS project work implemented in the DRC by the EpiC project. This may include necessary adjustments to operations to meet requirements when necessary or recommended by USAID.
– Encourage and assist laboratories to prepare for accreditation by accepted accreditation agencies at local, regional, national and international levels, depending on country demand.
Minimum Qualifications:
Master’s degree or higher in Clinical Biology or related field, with emphasis on infectious disease detection and surveillance or epidemiology.
At least 5 years of experience managing health systems strengthening programs
Knowledge of U.S. Government management, programs and operations, including regulatory and reporting requirements.
Technical skills in infectious diseases and strengthening diagnostic networks
Strong analytical skills and ability to use data for decision-making
Excellent communication, interpersonal and writing skills
Ability to work independently and manage a large workflow.
Have a proven sense of leadership
Be able to work under pressure and in a multicultural context
Capacity in organizing training and tutoring
Must be able to read, write and speak French fluently; Average level of English preferred
