We are currently seeking qualified candidates for the position of Senior Technical Advisor Global Health Security Project (TQLA).
Job Responsibilities
– Responsible for the implementation of technical assistance, network strengthening and diagnostic facilities and quality improvement interventions in line with the joint external evaluation reports, the country’s national action plan, other evaluation reports and country work plan activities aligned with the improvement objectives of the joint external evaluation and local stakeholders.
– Responsible for implementing diagnostic network improvement activities in the country, which may include capacity building activities for core diagnostic elements such as sample referral mechanisms, management systems quality, supply chain, management information systems, standard operating procedures and diagnostic tools, skilled workforce, expansion of on-site diagnostic service points, as well as biosecurity and biological safety.
– Support national stakeholders in developing or updating strategic plans, standard operating procedures and national diagnostic network policies.
– Monitor and report progress on diagnostic network improvement activities in accordance with the approved national work plan.
– Provide technical support based on expertise in diagnostic systems strengthening, methods and strategies, current best practices and established diagnostic and operational standards, while being locally relevant and sustainable.
– Strengthens the diagnostic capacities of stakeholders and local officials to identify and monitor improvements to diagnostic networks.
– Lead the DRC project team – providing the vision, coordination, resource management and supervision of technical and administrative staff necessary to accomplish work plan activities and achieve project objectives.
– Use evidence-based methods and best practices to implement work plan activities.
– Follow established processes to ensure the technical and programmatic quality of IDDS work in the DRC and the overall responsiveness of the technical team. This may include necessary adjustments to operations to meet requirements when necessary or recommended by USAID.
Encourage and assist laboratories to prepare for accreditation by accepted accreditation agencies at local, regional, national and international levels, depending on country demand.
– Will be expected to coordinate and work with a diverse group of national organizations, including government and other diagnostic network leaders, development partners, other regional and global IDDS and global staff. ‘USAID.
Minimum Qualifications:
Master’s degree or higher in public health, international development, or a related field, with emphasis on infectious disease detection and surveillance or epidemiology.
At least 10 years of experience managing health systems strengthening programs
Knowledge of U.S. Government management, programs and operations, including regulatory and reporting requirements.
Technical skills in infectious diseases and strengthening diagnostic networks
Strong analytical skills and ability to use data for decision-making
Excellent communication, interpersonal and writing skills
Ability to work independently and manage a large workflow.
Have a proven sense of leadership
Be able to work under pressure and in a multicultural context
Capacity in organizing training and tutoring
Experience in proactively identifying risks, resolving issues and communicating them appropriately to project staff and USAID.
Must be able to read, write and speak French fluently; Average level of English preferred
